Consequences of a Nuclear Explosion in an American City

This paper, from February’s International Journal of Health Geographics, (abstract here), analyzes the consequences of a nuclear attack on several American cities and points out that burn unit capacity nationwide is far too small to accommodate the victims. It says just training people to flee crosswind could greatly reduce deaths from fallout.

Results

The effects of 20 kiloton and 550 kiloton nuclear detonations on high priority target cities are presented for New York City, Chicago, Washington D.C. and Atlanta. Thermal, blast and radiation effects are described, and affected populations are calculated using 2000 block level census data. Weapons of 100 Kts and up are primarily incendiary or radiation weapons, able to cause burns and start fires at distances greater than they can significantly damage buildings, and to poison populations through radiation injuries well downwind in the case of surface detonations. With weapons below 100 Kts, blast effects tend to be stronger than primary thermal effects from surface bursts. From the point of view of medical casualty treatment and administrative response, there is an ominous pattern where these fatalities and casualties geographically fall in relation to the location of hospital and administrative facilities. It is demonstrated that a staggering number of the main hospitals, trauma centers, and other medical assets are likely to be in the fatality plume, rendering them essentially inoperable in a crisis.

Conclusion

Among the consequences of this outcome would be the probable loss of command-and-control, mass casualties that will have to be treated in an unorganized response by hospitals on the periphery, as well as other expected chaotic outcomes from inadequate administration in a crisis. Vigorous, creative, and accelerated training and coordination among the federal agencies tasked for WMD response, military resources, academic institutions, and local responders will be critical for large-scale WMD events involving mass casualties.

I’ve long said that emergency response is something we should be spending money on. This kind of analysis is both interesting and helpful.

Corsham Bunker

Fascinating article on the Corsham bunker, the secret underground UK site the government was to retreat to in the event of a nuclear war.

Until two years ago, the existence of this complex, variously codenamed Burlington, Stockwell, Turnstile or 3-Site, was classified. It was a huge yet very secret complex, where the government and 6,000 apparatchiks would have taken refuge for 90 days during all-out thermonuclear war. Solid yet cavernous, surrounded by 100ft-deep reinforced concrete walls within a subterranean 240-acre limestone quarry just outside Corsham, it drives one to imagine the ghosts of people who, thank God, never took refuge here.

Cheyenne Mountain Retired

Cheyenne Mountain was the United States’ underground command post, designed to survive a direct hit from a nuclear warhead. It’s a Cold War relic—built in the 1960s—and retiring the site is probably a good idea. But this paragraph gives me pause:

Keating said the new control room, in contrast, could be damaged if a terrorist commandeered a jumbo jet and somehow knew exactly where to crash it. But “how unlikely is that? We think very,” Keating said.

I agree that this is an unlikely terrorist target, but still.

80 Cameras for 2,400 People

This story is about the remote town of Dillingham, Alaska, which is probably the most watched town in the country. There are 80 surveillance cameras for the 2,400 people, which translates to one camera for every 30 people.

The cameras were bought, I assume, because the town couldn’t think of anything else to do with the $202,000 Homeland Security grant they received. (One of the problems of giving this money out based on political agenda, rather than by where the actual threats are.)

But they got the money, and they spent it. And now they have to justify the expense. Here’s the movie-plot threat the Dillingham Police Chief uses to explain why the expense was worthwhile:

“Russia is about 800 miles that way,” he says, arm extending right.

“Seattle is about 1,200 miles back that way.” He points behind him.

“So if I have the math right, we’re closer to Russia than we are to Seattle.”

Now imagine, he says: What if the bad guys, whoever they are, manage to obtain a nuclear device in Russia, where some weapons are believed to be poorly guarded. They put the device in a container and then hire organized criminals, “maybe Mafiosi,” to arrange a tramp steamer to pick it up. The steamer drops off the container at the Dillingham harbor, complete with forged paperwork to ship it to Seattle. The container is picked up by a barge.

“Ten days later,” the chief says, “the barge pulls into the Port of Seattle.”

Thompson pauses for effect.

“Phoooom,” he says, his hands blooming like a flower.

The first problem with the movie plot is that it’s just plain silly. But the second problem, which you might have to look back to notice, is that those 80 cameras will do nothing to stop his imagined attack.

We are all security consumers. We spend money, and we expect security in return. This expenditure was a waste of money, and as a U.S. taxpayer, I am pissed that I’m getting such a lousy deal.

"Terrorist with Nuke" Movie Plot

Since when did The New Scientist hire novelists to write science stories?

A truck pulls up in front of New York City’s Grand Central Station, one of the most densely crowded spots in the world. It is a typical weekday afternoon, with over half a million people in the immediate area, working, shopping or just passing through. A few moments later the driver makes his delivery: a 10-kiloton atomic explosion.

Almost instantly, an electromagnetic pulse knocks out all electronics within a radius of 4 kilometres. The shock wave levels every building within a half-kilometre, killing everyone inside, and severely damages virtually all buildings for a kilometre in every direction. Detonation temperatures of millions of degrees ignite a firestorm that rapidly engulfs the area, generating winds of 600 kilometres an hour.

Within seconds, the blast, heat and direct exposure to radiation have killed several hundred thousand people. Perhaps they are the lucky ones. What follows is, if anything, even worse.

CIA Realizes It’s Been Using Black Highlighters All These Years“:

A report released Tuesday by the CIA’s Office of the Inspector General revealed that the CIA has mistakenly obscured hundreds of thousands of pages of critical intelligence information with black highlighters.

According to the report, sections of the documents—”almost invariably the most crucial passages”—are marred by an indelible black ink that renders the lines impossible to read, due to a top-secret highlighting policy that began at the agency’s inception in 1947.

Terrorist Has No Idea What To Do With All This Plutonium“:

Yaquub Akhtar, the leader of an eight-man cell linked to a terrorist organization known as the Army Of Martyrs, admitted Tuesday that he “doesn’t have the slightest clue” what to do with the quarter-kilogram of plutonium he recently acquired.

Today's Movie-Plot Threat: Electronic Pulses from Space

No. Really:

The United States is highly vulnerable to attack from electronic pulses caused by a nuclear blast in space, according to a new book on threats to U.S. security.

A single nuclear weapon carried by a ballistic missile and detonated a few hundred miles over the United States would cause “catastrophe for the nation” by damaging electricity-based networks and infrastructure, including computers and telecommunications, according to “War Footing: 10 Steps America Must Take to Prevail in the War for the Free World.”

“This is the single most serious national-security challenge and certainly the least known,” said Frank J. Gaffney Jr. of the Center for Security Policy, a former Pentagon official and lead author of the book, which includes contributions by 34 security and intelligence specialists.

The “single most serious national-security challenge.” Absolutely nothing more serious.

Sheesh.

Peggy Noonan and Movie-Plot Terrorist Threats

Peggy Noonan is opposed to the current round of U.S. base closings because, well, basically because she thinks they’ll be useful if the government ever has to declare martial law.

I don’t know anything about military bases, and what should be closed or remain open. What’s interesting to me is that her essay is a perfect example of thinking based on movie-plot threats:

Among the things we may face over the next decade, as we all know, is another terrorist attack on American soil. But let’s imagine the next one has many targets, is brilliantly planned and coordinated. Imagine that there are already 100 serious terror cells in the U.S., two per state. The members of each cell have been coming over, many but not all crossing our borders, for five years. They’re working jobs, living lives, quietly planning.

Imagine they’re planning that on the same day in the not-so-distant future, they will set off nuclear suitcase bombs in six American cities, including Washington, which will take the heaviest hit. Hundreds of thousands may die; millions will be endangered. Lines will go down, and to make it worse the terrorists will at the same time execute the cyberattack of all cyberattacks, causing massive communications failure and confusion. There will be no electricity; switching and generating stations will also have been targeted. There will be no word from Washington; the extent of the national damage will be as unknown as the extent of local damage is clear. Daily living will become very difficult, and for months—food shortages, fuel shortages.

Let’s make it worse. On top of all that, on the day of the suitcase nukings, a half dozen designated cells will rise up and assassinate national, state and local leaders. There will be chaos, disorder, widespread want; law-enforcement personnel, or what remains of them, will be overwhelmed and outmatched.

Impossibly grim? No, just grim. Novelistic? Sure. But if you’d been a novelist on Sept. 10, 2001, and dreamed up a plot in which two huge skyscrapers were leveled, the Pentagon was hit, and the wife of the solicitor general of the United States was desperately phoning him from a commercial jet that had been turned into a missile, you would have been writing something wild and improbable that nonetheless happened a day later.

And all this of course is just one scenario. The madman who runs North Korea could launch a missile attack on the United States tomorrow, etc. There are limitless possibilities for terrible trouble.

This game of “let’s imagine” really does stir up emotions, but it’s not the way to plan national security policy. There’s a movie plot to justify any possible national policy, and another to render that same policy ineffectual.

This of course is pure guessing on my part. I can’t prove it with data.

That’s precisely the problem.

Detecting Nuclear Material in Transport

One of the few good things that’s coming out of the U.S. terrorism policy is some interesting scientific research. This paper discusses detecting nuclear material in transport.

The authors believe that fixed detectors—for example, at ports—simply won’t work. Terrorists are more likely to use highly enriched uranium (HEU), which is harder to detect, than plutonium. This difficulty of detection is more based on its natural rate of reactivity than on some technological hurdle. “The gamma rays and neutrons useful for detecting shielded HEU permit detection only at short distances (2-4 feet or less) and require that there be sufficient time to count a sufficient number of particles (several minutes to hours).”

The authors conclude that the only way to reliably detect shielded HEU is to build detectors into the transport vehicles. These detectors could take hours to record any radioactivity.
