Domodedovo Airport Bombing

I haven’t written anything about the suicide bombing at Moscow’s Domodedovo Airport because I didn’t think there was anything to say. The bomber was outside the security checkpoint, in the area where family and friends wait for arriving passengers. From a security perspective, the bombing had nothing to do with airport security. He could have just as easily been in a movie theater, stadium, shopping mall, market, or anywhere else lots of people are crowded together with limited exits. The large death and injury toll indicates the bomber chose his location well.

I’ve often written that security measures that are only effective if the implementers guess the plot correctly are largely wastes of money—at best they would have forced this bomber to choose another target—and that our best security investments are intelligence, investigation, and emergency response. This latest terrorist attack underscores that even more. “Critics say” that the TSA couldn’t have detected this sort of attack. Of course; the TSA can’t be everywhere. And that’s precisely the point.

Many reporters asked me about the likely U.S. reaction. I don’t know; it could range from “Moscow is a long way off and that doesn’t concern us” to “Oh my god we’re all going to die!” The worry, of course, is that we will need to “do something,” even though there is no “something” that should be done.

Movie-Plot Threats at the U.S. Capitol

This would make a great movie:

Rep. Dan Burton, R-Ind., renewed his call for the installation of an impenetrable, see-through security shield around the viewing gallery overlooking the House floor. Burton points out that, while guns and some bombs would be picked up by metal detectors, a saboteur could get into the Capitol concealing plastic explosives.

The House floor, he pointed out, is the only room where all three branches of government gather to hear the president speak, as President Obama will do when he delivers his State of the Union address on Jan. 25.

Burton introduced the legislation in the past, but it’s gone nowhere. He’s hoping the tragic events of Saturday could help it win more serious consideration by the Republican leadership.

“I think the risk is there,” Burton told The Washington Examiner. “The threat is more now than it has ever been.”

Surviving a Terrorist's Nuclear Attack

Interesting reading, mostly for the probable effects of a terrorist-sized nuclear bomb.

A terrorist bomb is likely to be relatively small—possibly only a fraction of the Hiroshima bomb’s explosive power—and likely exploded at ground level. This means that the area totally destroyed by the explosion is likely to be much smaller than the area exposed to lesser damage or to fallout radiation (this nuclear weapons effects calculator from the Federation of Atomic Scientists will let you see the effect of different sized bombs burst at different heights). Because of this, Homeland Security people in the Obama Administration have been encouraging a duck-and-cover approach, followed by advice to “shelter in place” against fallout rather than trying to evacuate the area.

Interview with TSA Administrator John Pistole

He’s more realistic than one normally hears:

So if they get through all those defenses, they get to Reagan [National Airport] over here, and they’ve got an underwear bomb, they got a body cavity bomb—what’s reasonable to expect TSA to do? Hopefully our behavior detection people will see somebody sweating, or they’re dancing on their shoes or something, or they’re fiddling with something. Our explosives specialists, they’ll do something – they do hand swabs at random, unpredictably. If that doesn’t work then they go through (the enhanced scanner). And these machines give the best opportunity to detect a non-metallic device, but they’re not foolproof.

We’re not in the risk elimination business. The only way you can eliminate car accidents from happening is by not driving. OK, that’s not acceptable. The only way you can eliminate the risk of planes blowing up is nobody flies.

He still ducks some of the hard questions.

Hiding PETN from Full-Body Scanners

From the Journal of Transporation Security, “An evaluation of airport x-ray backscatter units based on image characteristics,” by Leon Kaufman and Joseph W. Carlson:

Abstract:

Little information exists on the performance of x-ray backscatter machines now being deployed through UK, US and other airports. We implement a Monte Carlo simulation using as input what is known about the x-ray spectra used for imaging, device specifications and available images to estimate penetration and exposure to the body from the x-ray beam, and sensitivity to dangerous contraband materials. We show that the body is exposed throughout to the incident x-rays, and that although images can be made at the exposure levels claimed (under 100 nanoGrey per view), detection of contraband can be foiled in these systems. Because front and back views are obtained, low Z materials can only be reliable detected if they are packed outside the sides of the body or with hard edges, while high Z materials are well seen when placed in front or back of the body, but not to the sides. Even if exposure were to be increased significantly, normal anatomy would make a dangerous amount of plastic explosive with tapered edges difficult if not impossible to detect.

From the paper:

It is very likely that a large (15-20 cm in diameter), irregularly-shaped, cm-thick pancake with beveled edges, taped to the abdomen, would be invisible to this technology, ironically, because of its large volume, since it is easily confused with normal anatomy. Thus, a third of a kilo of PETN, easily picked up in a competent pat down, would be missed by backscatter “high technology”. Forty grams of PETN, a purportedly dangerous amount, would fit in a 1.25 mm-thick pancake of the dimensions simulated here and be virtually invisible. Packed in a compact mode, say, a 1 cm×4 cm×5 cm brick, it would be detected.

Full Body Scanners: What's Next?

Organizers of National Opt Out Day, the Wednesday before Thanksgiving when air travelers were urged to opt out of the full-body scanners at security checkpoints and instead submit to full-body patdowns—were outfoxed by the TSA. The government pre-empted the protest by turning off the machines in most airports during the Thanksgiving weekend. Everyone went through the metal detectors, just as before.

Now that Thanksgiving is over, the machines are back on and the "enhanced" pat-downs have resumed. I suspect that more people would prefer to have naked images of themselves seen by TSA agents in another room, than have themselves intimately touched by a TSA agent right in front of them.

But now, the TSA is in a bind. Regardless of whatever lobbying came before, or whatever former DHS officials had a financial interest in these scanners, the TSA has spent billions on those scanners, claiming they’re essential. But because people can opt out, the alternate manual method must be equally effective; otherwise, the terrorists could just opt out. If they make the pat-downs less invasive, it would be the same as admitting the scanners aren’t essential. Senior officials would get fired over that.

So not counting inconsequential modifications to demonstrate they’re "listening," the pat-downs will continue. And they’ll continue for everyone: children, abuse survivors, rape survivors, urostomy bag wearers, people in wheelchairs. It has to be that way; otherwise, the terrorists could simply adapt. They’d hide their explosives on their children or in their urostomy bags. They’d recruit rape survivors, abuse survivors, or seniors. They’d dress as pilots. They’d sneak their PETN through airport security using the very type of person who isn’t being screened.

And PETN is what the TSA is looking for these days. That’s pentaerythritol tetranitrate, the plastic explosive that both the Shoe Bomber and the Underwear Bomber attempted but failed to detonate. It’s what was mailed from Yemen. It’s in Iraq and Afghanistan. Guns and traditional bombs are passé; PETN is the terrorist tool of the future.

The problem is that no scanners or puffers can detect PETN; only swabs and dogs work. What the TSA hopes is that they will detect the bulge if someone is hiding a wad of it on their person. But they won’t catch PETN hidden in a body cavity. That doesn’t have to be as gross as you’re imagining; you can hide PETN in your mouth. A terrorist can go through the scanners a dozen times with bits in his mouth each time, and assemble a bigger bomb on the other side. Or he can roll it thin enough to be part of a garment, and sneak it through that way. These tricks aren’t new. In the days after the Underwear Bomber was stopped, a scanner manufacturer admitted that the machines might not have caught him.

So what’s next? Strip searches? Body cavity searches? TSA Administrator John Pistole said there would be no body cavity searches for now, but his reasons make no sense. He said that the case widely reported as being a body cavity bomb might not actually have been. While that appears to be true, what does that have to do with future bombs? He also said that even body cavity bombs would need "external initiators" that the TSA would be able to detect.

Do you think for a minute that the TSA can detect these "external initiators"? Do you think that if a terrorist took a laptop—or better yet, a less-common piece of electronics gear—and removed the insides and replaced them with a timer, a pressure sensor, a simple contact switch, or a radio frequency switch, the TSA guy behind the X-ray machine monitor would detect it? How about if those components were distributed over a few trips through airport security. On the other hand, if we believe the TSA can magically detect these "external initiators" so effectively that they make body-cavity searches unnecessary, why do we need the full-body scanners?

Either PETN is a danger that must be searched for, or it isn’t. Pistole was being either ignorant or evasive.

Once again, the TSA is covering their own asses by implementing security-theater measures to prevent the previous attack while ignoring any threats of future attacks. It’s the same thinking that caused them to ban box cutters after 9/11, screen shoes after Richard Reid, limit liquids after that London gang, and—I kid you not—ban printer cartridges over 16 ounces after they were used to house package bombs from Yemen. They act like the terrorists are incapable of thinking creatively, while the terrorists repeatedly demonstrate that can always come up with a new approach that circumvents the old measures.

On the plus side, PETN is very hard to get to explode. The pre-9/11 screening procedures, looking for obvious guns and bombs, forced the terrorists to build inefficient fusing mechanisms. We saw this when Abdulmutallab, the Underwear Bomber, used bottles of liquid and a syringe and 20 minutes in the bathroom to assemble his device, then set his pants on fire—and still failed to ignite his PETN-filled underwear. And when he failed, the passengers quickly subdued him.

The truth is that exactly two things have made air travel safer since 9/11: reinforcing cockpit doors and convincing passengers they need to fight back. The TSA should continue to screen checked luggage. They should start screening airport workers. And then they should return airport security to pre-9/11 levels and let the rest of their budget be used for better purposes. Investigation and intelligence is how we’re going to prevent terrorism, on airplanes and elsewhere. It’s how we caught the liquid bombers. It’s how we found the Yemeni printer-cartridge bombs. And it’s our best chance at stopping the next serious plot.

Because if a group of well-planned and well-funded terrorist plotters makes it to the airport, the chance is pretty low that those blue-shirted crotch-groping water-bottle-confiscating TSA agents are going to catch them. The agents are trying to do a good job, but the deck is so stacked against them that their job is impossible. Airport security is the last line of defense, and it’s not a very good one.

We have a job here, too, and it’s to be indomitable in the face of terrorism. The goal of terrorism is to terrorize us: to make us afraid, and make our government do exactly what the TSA is doing. When we react out of fear, the terrorists succeed even when their plots fail. But if we carry on as before, the terrorists fail—even when their plots succeed.

Mohamed Osman Mohamud

I agree with Glenn Greenwald. I don’t know if it’s an actual terrorist that the FBI arrested, or if it’s another case of entrapment.

All of the information about this episode—all of it—comes exclusively from an FBI affidavit filed in connection with a Criminal Complaint against Mohamud. As shocking and upsetting as this may be to some, FBI claims are sometimes one-sided, unreliable and even untrue, especially when such claims—as here—are uncorroborated and unexamined.

This, although old, is relevant. So is this, although even older:

The JFK Airport plotters seem to have been egged on by an informant, a twice-convicted drug dealer. An FBI informant almost certainly pushed the Fort Dix plotters to do things they wouldn’t have ordinarily done. The Miami gang’s Sears Tower plot was suggested by an FBI undercover agent who infiltrated the group. And in 2003, it took an elaborate sting operation involving three countries to arrest an arms dealer for selling a surface-to-air missile to an ostensible Muslim extremist. Entrapment is a very real possibility in all of these cases.

In any case, notice that it was old-fashioned police investigation that caught this guy.

Causing Terror on the Cheap

Total cost for the Yemeni printer cartridge bomb plot: $4200.

“Two Nokia mobiles, $150 each, two HP printers, $300 each, plus shipping, transportation and other miscellaneous expenses add up to a total bill of $4,200. That is all what Operation Hemorrhage cost us,” the magazine said.

Even if you add in costs for training, recruiting, logistics, and everything else, that’s still remarkably cheap. And think of how many times that we spent in security in the aftermath.

As it turns out, this is bin Laden’s plan:

In his October 2004 address to the American people, bin Laden noted that the 9/11 attacks cost al Qaeda only a fraction of the damage inflicted upon the United States. “Al Qaeda spent $500,000 on the event,” he said, “while America in the incident and its aftermath lost—according to the lowest estimates—more than $500 billion, meaning that every dollar of al Qaeda defeated a million dollars.”

The economic strategy of jihad would go through refinement. Its initial phase linked terrorist attacks broadly to economic harm. A second identifiable phase, which al Qaeda pursued even as it continued to attack economic targets, is what you might call its “bleed-until-bankruptcy plan.” Bin Laden announced this plan in October 2004, in the same video in which he boasted of the economic harm inflicted by 9/11. Terrorist attacks are often designed to provoke an overreaction from the opponent and this phase seeks to embroil the United States and its allies in draining wars in the Muslim world. The mujahideen “bled Russia for 10 years, until it went bankrupt,” bin Laden said, and they would now do the same to the United States.

The point is clear: Security is expensive, and driving up costs is one way jihadists can wear down Western economies. The writer encourages the United States “not to spare millions of dollars to protect these targets” by increasing the number of guards, searching all who enter those places, and even preventing flying objects from approaching the targets. “Tell them that the life of the American citizen is in danger and that his life is more significant than billions of dollars,” he wrote. “Hand in hand, we will be with you until you are bankrupt and your economy collapses.”

None of this would work if we don’t help them by terrorizing ourselves. I wrote this after the Underwear Bomber failed:

Finally, we need to be indomitable. The real security failure on Christmas Day was in our reaction. We’re reacting out of fear, wasting money on the story rather than securing ourselves against the threat. Abdulmutallab succeeded in causing terror even though his attack failed.

If we refuse to be terrorized, if we refuse to implement security theater and remember that we can never completely eliminate the risk of terrorism, then the terrorists fail even if their attacks succeed.

Airplane Terrorism Twenty Years Ago

Excellent:

Here’s a scenario:

Middle Eastern terrorists hijack a U.S. jetliner bound for Italy. A two-week drama ensues in which the plane’s occupants are split into groups and held hostage in secret locations in Lebanon and Syria.

While this drama is unfolding, another group of terrorists detonates a bomb in the luggage hold of a 747 over the North Atlantic, killing more than 300 people.

Not long afterward, terrorists kill 19 people and wound more than a hundred others in coordinated attacks at European airport ticket counters.

A few months later, a U.S. airliner is bombed over Greece, killing four passengers.

Five months after that, another U.S. airliner is stormed by heavily armed terrorists at the airport in Karachi, Pakistan, killing at least 20 people and wounding 150 more.

Things are quiet for a while, until two years later when a 747 bound for New York is blown up over Europe killing 270 passengers and crew.

Nine months from then, a French airliner en route to Paris is bombed over Africa, killing 170 people from 17 countries.

That’s a pretty macabre fantasy, no? A worst-case war-game scenario for the CIA? A script for the End Times? Except, of course, that everything above actually happened, in a four-year span between 1985 and 1989.

Refuse to be terrorized, everyone.

The End of In-Flight Wi-Fi?

Okay, now the terrorists have really affected me personally: they’re forcing us to turn off airplane Wi-Fi. No, it’s not that the Yemeni package bombs had a Wi-Fi triggering mechanism—they seem to have had a cell phone triggering mechanism, dubious at best—but we can imagine an Internet-based triggering mechanism. Put together a sloppy and unsuccessful package bomb with an imagined triggering mechanism, and you have a new and dangerous threat that—even though it was a threat ever since the first airplane got Wi-Fi capability—must be immediately dealt with right now.

Please, let’s not ever tell the TSA about timers. Or altimeters.

And, while we’re talking about the TSA, be sure to opt out of the full-body scanners and remember your sense of humor when a TSA officer slips white powder into your suitcase and then threatens you with arrest.

EDITED TO ADD (11/8): We’re banning toner cartridges over 16 ounces.

Additionally, toner and ink cartridges that are over 16 ounces will be banned from all U.S. passenger flights and planes heading to the United States, she said. That ban will also apply to some air cargo shipments.

Other new rules include:

  • International mail packages sent to the U.S. must be screened individually and certified to have come from an established postal shipper;
  • Cargo shippers, such as UPS, Federal Express, and DHL, have been encouraged to report cargo manifests to Homeland Security faster, prior to departure, to aid in identifying risky cargo based on current intelligence.

There’s some impressive magical thinking going on here.
