That isn't worth your money or time.
Note that the Journal of Homeland Security and Emergency Management has nothing to do with the DHS, but is sponsored by the University of Maryland University College (UMUC). It does only two issues per year.
Given the lack of comments, I'd say it would probably be a good idea for the people behind it to change the publication's name.
