Google vs. China

I’m not sure what I can add to this: politically motivated attacks against Gmail from China. I’ve previously written about hacking from China. Shishir Nagaraja and Ross Anderson wrote a report specifically describing how the Chinese have been hacking groups that are politically opposed to them. I’ve previously written about censorship, Chinese and otherwise. I’ve previously written about broad government eavesdropping on the Internet, Chinese and otherwise. Seems that the Chinese got in through back doors installed to facilitate government eavesdropping, which I even talked about in my essay on eavesdropping. This new attack seems to be highly sophisticated, which is no surprise.

This isn’t a new story, and I wouldn’t have mentioned it at all if it weren’t for the surreal sentence at the bottom of this paragraph:

The Google-China flap has already reignited the debate over global censorship, reinvigorating human rights groups drawing attention to abuses in the country and prompting U.S. politicians to take a hard look at trade relations. The Obama administration issued statements of support for Google, and members of Congress are pushing to revive a bill banning U.S. tech companies from working with governments that digitally spy on their citizens.

Of course, the bill won’t go anywhere, but shouldn’t someone inform those members of Congress about what’s been going on in the United States for the past eight years?

In related news, Google has enabled https by default for Gmail users. In June 2009, I cosigned a letter to the CEO of Google asking for this change. It’s a good thing.

Eavesdropping in the Former Soviet Union

Interesting story:

The phone’s ringer is a pretty simple thing: there’s a coil, a magnet and a hammer controlled by the magnet that hits the gongs when there is AC current in the coil. The ringer system is connected directly to the phone line when the phone is on hook. (Actually through a capacitor that protects the ringer system from DC current normally present in the line.)

If you haven’t figured yet, the coil with the hammer is a speaker, not a perfect one, but a speaker anyway, and that also means that the system can be used as an electrodynamic microphone. Any ordinary speaker is an electrodynamic microphone at the same time, if you hook it up to an audio amplifier using normal microphone input.

So this was how actually they, the KGB, did their eavesdropping, I thought. They didn’t need to freeze outside or put bugs in our homes, because they had a nice wiretapping device in every single home in the country. The shocking part of it was that they didn’t just eavesdrop phone conversations – that one was kind of obvious. They were able to hear everything. The PSTN switching stations were considered strategic objects, they were under KGB’s control and surely it was no problem for them to get a few powerful amplifiers hooked up to certain lines leading to homes they needed to eavesdrop. Simple!

The Politics of Power in Cyberspace

We allow Google, Amazon.com, credit companies and all manner of private corporations to collect intimate information about our lives, but we reflexively recoil when the government proposes to monitor (and not even collect) a fraction of that information, even with legal safeguards. We carry in our wallets credit cards with RFID chips. Data companies send unmarked vans in our neighborhoods, mapping wireless networks. The IBM scientist and tech guru Jeff Jonas noted on his blog that every time we send a text message, we’re contributing to a cloud where “powerful analytics commingle space-time-travel data with tertiary data.” Geolocated tweets can tell everyone where we are, what we’re doing, and who we like. Sure, The data is ostensibly anonymized, but the reality is a bit different: we provide so much of it that, as Jonas notes, we tend to re-identify ourselves—out our identity—fairly quickly. This is good and bad; the world becomes more efficient, we leave less of a footprint, we get what we want more quickly. But we also sacrifice privacy, individuality, and other goods that can’t be measured in dollars and cents.

Government power is just different than corporate power. Our engagement with technology implies a certain consent to give up information to companies. A deeper mistrust of government is healthy, so far as the it places pressure on lawmakers to properly oversee the exercise of state power. Warrantless domestic surveillance by NSA during the Bush administration doubtless ensnared a number of innocent Americans and monitored the communications of people who posed no harm to anyone. Where the standard is personal privacy and the rule of law, the violation is severe.

But where the standard is harm, the damage is minimal compared to the information that is routinely and legally collected by non-state entities—information that is used to target us for political appeals, to sell us something, or to steal money, to pilfer intellectual property or abuse technology. 85 percent of infrastructure in this country is in private hands; it is extremely vulnerable to attack and even to catastrophic resource failure.

This asymmetry is distorting the politics of cyber security. It frustrates the front line cyber folks to no end, but they are, in some ways, responsible for it.

For one thing, the NSA lacks credibility with many Americans and with some lawmakers because of its aforementioned activities. And yet the NSA is—really—the only entity with the expertise, the size, and the capability to secure the cyber realm. For another, the government remains obsessed with secrecy. The NSA and the Department of Defense can penetrate virtually any computer network on the face of the planet, and probably do so with regularity for defense purposes. Their capabilities in this “offensive” realm are awesome, and kind of scary. The technology that’ll be used to defend the country from cyber attacks of all types is the same technology used to track insurgents in Iraq (classified), tap into terrorist net-centered communications (classified), probe nation-state computer defenses (classified), figure out how to electronically hack into missile guidance systems (classified). Also: they’re worried that terrorists would figure out how vulnerable we really are if they knew everything. Here’s the weird part: China, Russia, savvy cyber terrorists—they know all this. They have the same technology.

Sprint Provides U.S. Law Enforcement with Cell Phone Customer Location Data

Wired summarizes research by Christopher Soghoian:

Sprint Nextel provided law enforcement agencies with customer location data more than 8 million times between September 2008 and October 2009, according to a company manager who disclosed the statistic at a non-public interception and wiretapping conference in October.

The manager also revealed the existence of a previously undisclosed web portal that Sprint provides law enforcement to conduct automated “pings” to track users. Through the website, authorized agents can type in a mobile phone number and obtain global positioning system (GPS) coordinates of the phone.

From Soghoian’s blog:

Sprint Nextel provided law enforcement agencies with its customers’ (GPS) location information over 8 million times between September 2008 and October 2009. This massive disclosure of sensitive customer information was made possible due to the roll-out by Sprint of a new, special web portal for law enforcement officers.

The evidence documenting this surveillance program comes in the form of an audio recording of Sprint’s Manager of Electronic Surveillance, who described it during a panel discussion at a wiretapping and interception industry conference, held in Washington DC in October of 2009.

It is unclear if Federal law enforcement agencies’ extensive collection of geolocation data should have been disclosed to Congress pursuant to a 1999 law that requires the publication of certain surveillance statistics—since the Department of Justice simply ignores the law, and has not provided the legally mandated reports to Congress since 2004.

Sprint denies this; details in the Wired article. The odds of us ever learning the truth are probably very low.

Fingerprinting RFID Chips

This research centers on looking at the radio characteristics of individual RFID chips and creating a “fingerprint.” It makes sense; fingerprinting individual radios based on their transmission characteristics is as old as WW II. But while the research centers on using this as an anti-counterfeiting measure, I think it would much more likely be used as an identification and surveillance tool. Even if the communication is fully encrypted, this technology could be used to uniquely identify the chip.

Leaked 9/11 Text Messages

Wikileaks has published pager intercepts from New York on 9/11:

WikiLeaks released half a million US national text pager intercepts. The intercepts cover a 24 hour period surrounding the September 11, 2001 attacks in New York and Washington.

Text pagers are usualy carried by persons operating in an official capacity. Messages in the archive range from Pentagon, FBI, FEMA and New York Police Department exchanges, to computers reporting faults at investment banks inside the World Trade Center.

Near as I can tell, these messages are from the commercial pager networks of Arch Wireless, Metrocall, Skytel, and Weblink Wireless, and include all customers of that service: government, corporate, and personal.

There are lots of nuggets in the data about the government response to 9/11:

One string of messages hints at how federal agencies scrambled to evacuate to Mount Weather, the government’s sort-of secret bunker buried under the Virginia mountains west of Washington, D.C. One message says, “Jim: DEPLOY TO MT. WEATHER NOW!,” and another says “CALL OFICE (sic) AS SOON AS POSSIBLE. 4145 URGENT.” That’s the phone number for the Federal Emergency Management Agency’s National Continuity Programs Directorate—which is charged with “the preservation of our constitutional form of government at all times,” even during a nuclear war. (A 2006 article in the U.K. Guardian newspaper mentioned a “a traffic jam of limos carrying Washington and government license plates” heading to Mount Weather that day.)

FEMA’s response seemed less than organized. One message at 12:37 p.m., four hours after the attacks, says: “We have no mission statements yet.” Bill Prusch, FEMA’s project officer for the National Emergency Management Information System at the time, apparently announced at 2 p.m. that the Continuity of Operations plan was activated and that certain employees should report to Mt. Weather; a few minutes later he sent out another note saying the activation was cancelled.

Historians will certainly spend a lot of time poring over the messages, but I’m more interested in where they came from in the first place:

It’s not clear how they were obtained in the first place. One possibility is that they were illegally compiled from the records of archived messages maintained by pager companies, and then eventually forwarded to WikiLeaks.

The second possibility is more likely: Over-the-air interception. Each digital pager is assigned a unique Channel Access Protocol code, or capcode, that tells it to pay attention to what immediately follows. In what amounts to a gentlemen’s agreement, no encryption is used, and properly-designed pagers politely ignore what’s not addressed to them.

But an electronic snoop lacking that same sense of etiquette might hook up a sufficiently sophisticated scanner to a Windows computer with lots of disk space—and record, without much effort, gobs and gobs of over-the-air conversations.

Existing products do precisely this. Australia’s WiPath Communications offers Interceptor 3.0 (there’s even a free download). Maryland-based SWS Security Products sells something called a “Beeper Buster” that it says let police “watch up to 2500 targets at the same time.” And if you’re frugal, there’s a video showing you how to take a $10 pager and modify it to capture everything on that network.

It’s disturbing to realize that someone, possibly not even a government, was routinely intercepting most (all?) of the pager data in lower Manhattan as far back as 2001. Who was doing it? For that purpose? That, we don’t know.

Denial-of-Service Attack Against CALEA

Interesting:

The researchers say they’ve found a vulnerability in U.S. law enforcement wiretaps, if only theoretical, that would allow a surveillance target to thwart the authorities by launching what amounts to a denial-of-service (DoS) attack against the connection between the phone company switches and law enforcement.

The University of Pennsylvania researchers found the flaw after examining the telecommunication industry standard ANSI Standard J-STD-025, which addresses the transmission of wiretapped data from telecom switches to authorities, according to IDG News Service. Under the 1994 Communications Assistance for Law Enforcement Act, or Calea, telecoms are required to design their network architecture to make it easy for authorities to tap calls transmitted over digitally switched phone networks.

But the researchers, who describe their findings in a paper, found that the standard allows for very little bandwidth for the transmission of data about phone calls, which can be overwhelmed in a DoS attack. When a wiretap is enabled, the phone company’s switch establishes a 64-Kbps Call Data Channel to send data about the call to law enforcement. That paltry channel can be flooded if a target of the wiretap sends dozens of simultaneous SMS messages or makes numerous VOIP phone calls “without significant degradation of service to the targets’ actual traffic.”

As a result, the researchers say, law enforcement could lose records of whom a target called and when. The attack could also prevent the content of calls from being accurately monitored or recorded.

Quantum Ghost Imaging

This is cool:

Ghost imaging is a technique that allows a high-resolution camera to produce an image of an object that the camera itself cannot see. It uses two sensors: one that looks at a light source and another that looks at the object. These sensors point in different directions. For example, the camera can face the sun and the light meter can face an object.

That object might be a soldier, a tank or an airplane, Ron Meyers, a laboratory quantum physicist explained during an Oct. 28 interview on the Pentagon Channel podcast “Armed with Science: Research and Applications for the Modern Military.”

Once this is done, a computer program compares and combines the patterns received from the object and the light. This creates a “ghost image,” a black-and-white or color picture of the object being photographed. The earliest ghost images were silhouettes, but current ones depict the objects more realistically.

Using virtually any light source—from a fluorescent bulb, lasers, or even the sun—quantum ghost imaging gives a clearer picture of objects by eliminating conditions such as clouds, fog and smoke beyond the ability of conventional imaging.

FBI/CIA/NSA Information Sharing Before 9/11

It’s conventional wisdom that the legal “wall” between intelligence and law enforcement was one of the reasons we failed to prevent 9/11. The 9/11 Comission evaluated that claim, and published a classified report in 2004. The report was released, with a few redactions, over the summer: “Legal Barriers to Information Sharing: The Erection of a Wall Between Intelligence and Law Enforcement Investigations,” 9/11 Commission Staff Monograph by Barbara A. Grewe, Senior Counsel for Special Projects, August 20, 2004.

The report concludes otherwise:

“The information sharing failures in the summer of 2001 were not the result of legal barriers but of the failure of individuals to understand that the barriers did not apply to the facts at hand,” the 35-page monograph concludes. “Simply put, there was no legal reason why the information could not have been shared.”

The prevailing confusion was exacerbated by numerous complicating circumstances, the monograph explains. The Foreign Intelligence Surveillance Court was growing impatient with the FBI because of repeated errors in applications for surveillance. Justice Department officials were uncomfortable requesting intelligence surveillance of persons and facilities related to Osama bin Laden since there was already a criminal investigation against bin Laden underway, which normally would have preempted FISA surveillance. Officials were reluctant to turn to the FISA Court of Review for clarification of their concerns since one of the judges on the court had expressed doubts about the constitutionality of FISA in the first place. And so on. Although not mentioned in the monograph, it probably didn’t help that public interest critics in the 1990s (myself included) were accusing the FISA Court of serving as a “rubber stamp” and indiscriminately approving requests for intelligence surveillance.

In the end, the monograph implicitly suggests that if the law was not the problem, then changing the law may not be the solution.

James Bamford comes to much the same conclusion in his book, The Shadow Factory: The NSA from 9/11 to the Eavesdropping on America: there was no legal wall that prevented intelligence and law enforcement from sharing the information necessary to prevent 9/11; it was inter-agency rivalries and turf battles.

The FBI and Wiretaps

To aid their Wall Street investigations, the FBI used DCSNet, their massive surveillance system.

Prosecutors are using the FBI’s massive surveillance system, DCSNet, which stands for Digital Collection System Network. According to Wired magazine, this system connects FBI wiretapping rooms to switches controlled by traditional land-line operators, internet-telephony providers and cellular companies. It can be used to instantly wiretap almost any communications device in the U.S.—wireless or tethered. In other words, you and I have no privacy. The government can listen in on any call made in the continental U.S. (This is all well and good if you trust every government employee. But what if an attorney general running for higher office will do anything to finger a high-profile target? Or what if a prosecutor has a personal grudge he’d like to fulfill? It seems to me it would be easy for this power to fall into the wrong hands.)
