Airport Passenger Screening

It seems like every time someone tests airport security, airport security fails. In tests between November 2001 and February 2002, screeners missed 70 percent of knives, 30 percent of guns and 60 percent of (fake) bombs. And recently (see also this), testers were able to smuggle bomb-making parts through airport security in 21 of 21 attempts. It makes you wonder why we’re all putting our laptops in a separate bin and taking off our shoes. (Although we should all be glad that Richard Reid wasn’t the “underwear bomber.”)

The failure to detect bomb-making parts is easier to understand. Break up something into small enough parts, and it’s going to slip past the screeners pretty easily. The explosive material won’t show up on the metal detector, and the associated electronics can look benign when disassembled. This isn’t even a new problem. It’s widely believed that the Chechen women who blew up the two Russian planes in August 2004 probably smuggled their bombs aboard the planes in pieces.

But guns and knives? That surprises most people.

Airport screeners have a difficult job, primarily because the human brain isn’t naturally adapted to the task. We’re wired for visual pattern matching, and are great at picking out something we know to look for—for example, a lion in a sea of tall grass.

But we’re much less adept at detecting random exceptions in uniform data. Faced with an endless stream of identical objects, the brain quickly concludes that everything is identical and there’s no point in paying attention. By the time the exception comes around, the brain simply doesn’t notice it. This psychological phenomenon isn’t just a problem in airport screening: It’s been identified in inspections of all kinds, and is why casinos move their dealers around so often. The tasks are simply mind-numbing.

To make matters worse, the smuggler can try to exploit the system. He can position the weapons in his baggage just so. He can try to disguise them by adding other metal items to distract the screeners. He can disassemble bomb parts so they look nothing like bombs. Against a bored screener, he has the upper hand.

And, as has been pointed out again and again in essays on the ludicrousness of post-9/11 airport security, improvised weapons are a huge problem. A rock, a battery for a laptop, a belt, the extension handle off a wheeled suitcase, fishing line, the bare hands of someone who knows karate … the list goes on and on.

Technology can help. X-ray machines already randomly insert “test” bags into the stream—keeping screeners more alert. Computer-enhanced displays are making it easier for screeners to find contraband items in luggage, and eventually the computers will be able to do most of the work. It makes sense: Computers excel at boring repetitive tasks. They should do the quick sort, and let the screeners deal with the exceptions.

Sure, there’ll be a lot of false alarms, and some bad things will still get through. But it’s better than the alternative.

And it’s likely good enough. Remember the point of passenger screening. We’re not trying to catch the clever, organized, well-funded terrorists. We’re trying to catch the amateurs and the incompetent. We’re trying to catch the unstable. We’re trying to catch the copycats. These are all legitimate threats, and we’re smart to defend against them. Against the professionals, we’re just trying to add enough uncertainty into the system that they’ll choose other targets instead.

The terrorists’ goals have nothing to do with airplanes; their goals are to cause terror. Blowing up an airplane is just a particular attack designed to achieve that goal. Airplanes deserve some additional security because they have catastrophic failure properties: If there’s even a small explosion, everyone on the plane dies. But there’s a diminishing return on investments in airplane security. If the terrorists switch targets from airplanes to shopping malls, we haven’t really solved the problem.

What that means is that a basic cursory screening is good enough. If I were investing in security, I would fund significant research into computer-assisted screening equipment for both checked and carry-on bags, but wouldn’t spend a lot of money on invasive screening procedures and secondary screening. I would much rather have well-trained security personnel wandering around the airport, both in and out of uniform, looking for suspicious actions.

When I travel in Europe, I never have to take my laptop out of its case or my shoes off my feet. Those governments have had far more experience with terrorism than the U.S. government, and they know when passenger screening has reached the point of diminishing returns. (They also implemented checked-baggage security measures decades before the United States did—again recognizing the real threat.)

And if I were investing in security, I would invest in intelligence and investigation. The best time to combat terrorism is before the terrorist tries to get on an airplane. The best countermeasures have value regardless of the nature of the terrorist plot or the particular terrorist target.

In some ways, if we’re relying on airport screeners to prevent terrorism, it’s already too late. After all, we can’t keep weapons out of prisons. How can we ever hope to keep them out of airports?

The Psychology of Password Generation

Nothing too surprising in this study of password generation practices:

The majority of participants in the current study most commonly reported password generation practices that are simplistic and hence very insecure. Particular practices reported include using lowercase letters, numbers or digits, personally meaningful words and numbers (e.g., dates). It is widely known that users typically use birthdates, anniversary dates, telephone numbers, license plate numbers, social security numbers, street addresses, apartment numbers, etc. Likewise, personally meaningful words are typically derived from predictable areas and interests in the person’s life and could be guessed through basic knowledge of his or her interests.

The finding that participants in the current study use such simplistic practices to develop passwords is supported by similar research by Bishop and Klein (1995) and Vu, Bhargav & Proctor (2003) who found that even with the application of password guidelines, users would tend to revert to the simplest possible strategies (Proctor et al., 2002). In the current study, nearly 60% of the respondents reported that they do not vary the complexity of their passwords depending on the nature of the site and 53% indicated that they never change their password if they are not required to do so. These practices are most likely encouraged by the fact that users maintain multiple accounts (average = 8.5) and have difficulty recalling too many unique passwords.

It would seem to be a logical assumption that the practices and behaviors users engage in would be related to what they think they should do in order to create secure passwords. This does not seem to be the case as participants in the current study were able to identify many of the recommended practices, despite the fact that they did not use the practices themselves. These findings contradict the ideas put forth in Adams & Sasse (1999) and Gheringer (2002) who state that users are largely unaware of the methods and practices that are effective for creating strong passwords. Davis and Ganesan (1993) point out that the majority of users are not aware of the vulnerability of password protected systems, the prevalence of password cracking, the ease with which it can be accomplished, or the damage that can be caused by it. While the majority of this sample of password users demonstrated technical knowledge of password practices, further education regarding the vulnerability of password protected systems would help users form a more accurate mental model of computer security.

Kent Robbery

Something like 50 million pounds was stolen from a banknote storage depot in the UK. BBC has a good chronology of the theft.

The Times writes:

Large-scale cash robbery was once a technical challenge: drilling through walls, short-circuiting alarms, gagging guards and stationing the get-away car. Today, the weak points in the banks’ defences are not grilles and vaults, but human beings. Stealing money is now partly a matter of psychology. The success of the Tonbridge robbers depended on terrifying Mr Dixon into opening the doors. They had studied their victim. They knew the route he took home, and how he would respond when his wife and child were in mortal danger. It did not take gelignite to blow open the vaults; it took fear, in the hostage technique known as “tiger kidnapping”, so called because of the predatory stalking that precedes it. Tiger kidnapping is the point where old-fashioned crime meets modern terrorism.

Liberty Increases Security

From the Scientific American essay “Murdercide: Science unravels the myth of suicide bombers“:

Another method [of reducing terrorism], says Princeton University economist Alan B. Krueger, is to increase the civil liberties of the countries that breed terrorist groups. In an analysis of State Department data on terrorism, Krueger discovered that “countries like Saudi Arabia and Bahrain, which have spawned relatively many terrorists, are economically well off yet lacking in civil liberties. Poor countries with a tradition of protecting civil liberties are unlikely to spawn suicide terrorists. Evidently, the freedom to assemble and protest peacefully without interference from the government goes a long way to providing an alternative to terrorism.” Let freedom ring.

This seems obvious to me.

Ben Franklin on the Feeling of Security

Today is Ben Franklin’s 300th birthday. Among many other discoveries and inventions, Franklin worked out a way of protecting buildings from lightning strikes, by providing a conducting path to ground—outside a building—from one or more pointed rods high atop the structure. People tried this, and it worked. Franklin became a celebrity, not just among “electricians,” but among the general public.

An article in this month’s issue of Physics Today has a great 1769 quote by Franklin about lightning rods, and the reality vs. the feeling of security:

Those who calculate chances may perhaps find that not one death (or the destruction of one house) in a hundred thousand happens from that cause, and that therefore it is scarce worth while to be at any expense to guard against it. But in all countries there are particular situations of buildings more exposed than others to such accidents, and there are minds so strongly impressed with the apprehension of them, as to be very unhappy every time a little thunder is within their hearing; it may therefore be well to render this little piece of new knowledge as general and well understood as possible, since to make us safe is not all its advantage, it is some to make us easy. And as the stroke it secures us from might have chanced perhaps but once in our lives, while it may relieve us a hundred times from those painful apprehensions, the latter may possibly on the whole contribute more to the happiness of mankind than the former.

Medical Movie-Plot Threats

Movie-plot threats aren’t limited to terrorism. Bird flu is the current movie-plot threat in the medical world:

Just in time for Halloween, the usual yearly ritual of terror by headline is now playing itself out in medical offices everywhere. Last year it revolved around flu shots; a few years ago it was anthrax and smallpox; a few years before that it was the “flesh-eating bacteria”; and before that it was Ebola virus, and Lyme disease and so on back into the distant past. This year it’s the avian flu.

“I was crossing Third Avenue yesterday and I was coughing so hard I had to stop and barely made it across,” a patient told me last week. “I’m really scared I’m getting the avian flu.”

I just looked at him. What could I say? He has smoked two packs of cigarettes a day for the last 50 years. He has coughed and wheezed and gasped his way across Third Avenue now for the last 10 years. His emphysema is not going to get any better, but it might stop getting worse if he were to stop smoking.

Remember when people were seeing terrorist plots under every rock? The same kind of thing is at work here. When something is in the news, people believe it is common. Then they see it everywhere.

Research in Behavioral Risk Analysis

I very am interested in this kind of research:

Network Structure, Behavioral Considerations and Risk Management in Interdependent Security Games

Interdependent security (IDS) games model situations where each player has to determine whether or not to invest in protection or security against an uncertain event knowing that there is some chance s/he will be negatively impacted by others who do not follow suit. IDS games capture a wide variety of collective risk and decision-making problems that include airline security, corporate governance, computer network security and vaccinations against diseases. This research project will investigate the marriage of IDS models with network formation models developed from social network theory and apply these models to problems in network security. Behavioral and controlled experiments will examine how human participants actually make choices under uncertainty in IDS settings. Computational aspects of IDS models will also be examined. To encourage and induce individuals to invest in cost-effective protection measures for IDS problems, we will examine several risk management strategies designed to foster cooperative behavior that include providing risk information, communication with others, economic incentives, and tipping strategies.

The proposed research is interdisciplinary in nature and should serve as an exciting focal point for researchers in computer science, decision and management sciences, economics, psychology, risk management, and policy analysis. It promises to advance our understanding of decision-making under risk and uncertainty for problems that are commonly faced by individuals, organizations, and nations. Through advances in computational methods one should be able to apply IDS models to large-scale problems. The research will also focus on weak links in an interdependent system and suggest risk management strategies for reducing individual and societal losses in the interconnected world in which we live.

The Myth of Panic

This New York Times op ed argues that panic is largely a myth. People feel stressed but they behave rationally, and it only gets called “panic” because of the stress.

If our leaders are really planning for panic, in the technical sense, then they are at best wasting resources on a future that is unlikely to happen. At worst, they may be doing our enemies’ work for them – while people are amazing under pressure, it cannot help to have predictions of panic drummed into them by supposed experts.

It can set up long-term foreboding, causing people to question whether they have the mettle to handle terrorists’ challenges. Studies have found that when interpreting ambiguous situations, people look to one another for cues. Panicky warnings can color the cues that people draw from one another when interpreting ambiguous situations, like seeing a South Asian-looking man with a backpack get on a bus.

Nor can it help if policy makers talk about possible draconian measures (like martial law and rigidly policed quarantines) to control the public and deny its right to manage its own affairs. The very planning for such measures can alienate citizens and the authorities from each other.

Whatever its source, the myth of panic is a threat to our welfare. Given the difficulty of using the term precisely and the rarity of actual panic situations, the cleanest solution is for the politicians and the press to avoid the term altogether. It’s time to end chatter about “panic” and focus on ways to support public resilience in an emergency.

Profiling

There is a great discussion about profiling going on in the comments to the previous post. To help, here is what I wrote on the subject in Beyond Fear (pp. 133-7):

Good security has people in charge. People are resilient. People can improvise. People can be creative. People can develop on-the-spot solutions. People can detect attackers who cheat, and can attempt to maintain security despite the cheating. People can detect passive failures and attempt to recover. People are the strongest point in a security process. When a security system succeeds in the face of a new or coordinated or devastating attack, it’s usually due to the efforts of people.

On 14 December 1999, Ahmed Ressam tried to enter the U.S. by ferryboat from Victoria Island, British Columbia. In the trunk of his car, he had a suitcase bomb. His plan was to drive to Los Angeles International Airport, put his suitcase on a luggage cart in the terminal, set the timer, and then leave. The plan would have worked had someone not been vigilant.

Ressam had to clear customs before boarding the ferry. He had fake ID, in the name of Benni Antoine Noris, and the computer cleared him based on this ID. He was allowed to go through after a routine check of his car’s trunk, even though he was wanted by the Canadian police. On the other side of the Strait of Juan de Fuca, at Port Angeles, Washington, Ressam was approached by U.S. customs agent Diana Dean, who asked some routine questions and then decided that he looked suspicious. He was fidgeting, sweaty, and jittery. He avoided eye contact. In Dean’s own words, he was acting “hinky.” More questioning—there was no one else crossing the border, so two other agents got involved—and more hinky behavior. Ressam’s car was eventually searched, and he was finally discovered and captured. It wasn’t any one thing that tipped Dean off; it was everything encompassed in the slang term “hinky.” But the system worked. The reason there wasn’t a bombing at LAX around Christmas in 1999 was because a knowledgeable person was in charge of security and paying attention.

There’s a dirty word for what Dean did that chilly afternoon in December, and it’s profiling. Everyone does it all the time. When you see someone lurking in a dark alley and change your direction to avoid him, you’re profiling. When a storeowner sees someone furtively looking around as she fiddles inside her jacket, that storeowner is profiling. People profile based on someone’s dress, mannerisms, tone of voice … and yes, also on their race and ethnicity. When you see someone running toward you on the street with a bloody ax, you don’t know for sure that he’s a crazed ax murderer. Perhaps he’s a butcher who’s actually running after the person next to you to give her the change she forgot. But you’re going to make a guess one way or another. That guess is an example of profiling.

To profile is to generalize. It’s taking characteristics of a population and applying them to an individual. People naturally have an intuition about other people based on different characteristics. Sometimes that intuition is right and sometimes it’s wrong, but it’s still a person’s first reaction. How good this intuition is as a countermeasure depends on two things: how accurate the intuition is and how effective it is when it becomes institutionalized or when the profile characteristics become commonplace.

One of the ways profiling becomes institutionalized is through computerization. Instead of Diana Dean looking someone over, a computer looks the profile over and gives it some sort of rating. Generally profiles with high ratings are further evaluated by people, although sometimes countermeasures kick in based on the computerized profile alone. This is, of course, more brittle. The computer can profile based only on simple, easy-to-assign characteristics: age, race, credit history, job history, et cetera. Computers don’t get hinky feelings. Computers also can’t adapt the way people can.

Profiling works better if the characteristics profiled are accurate. If erratic driving is a good indication that the driver is intoxicated, then that’s a good characteristic for a police officer to use to determine who he’s going to pull over. If furtively looking around a store or wearing a coat on a hot day is a good indication that the person is a shoplifter, then those are good characteristics for a store owner to pay attention to. But if wearing baggy trousers isn’t a good indication that the person is a shoplifter, then the store owner is going to spend a lot of time paying undue attention to honest people with lousy fashion sense.

In common parlance, the term “profiling” doesn’t refer to these characteristics. It refers to profiling based on characteristics like race and ethnicity, and institutionalized profiling based on those characteristics alone. During World War II, the U.S. rounded up over 100,000 people of Japanese origin who lived on the West Coast and locked them in camps (prisons, really). That was an example of profiling. Israeli border guards spend a lot more time scrutinizing Arab men than Israeli women; that’s another example of profiling. In many U.S. communities, police have been known to stop and question people of color driving around in wealthy white neighborhoods (commonly referred to as “DWB”—Driving While Black). In all of these cases you might possibly be able to argue some security benefit, but the trade-offs are enormous: Honest people who fit the profile can get annoyed, or harassed, or arrested, when they’re assumed to be attackers.

For democratic governments, this is a major problem. It’s just wrong to segregate people into “more likely to be attackers” and “less likely to be attackers” based on race or ethnicity. It’s wrong for the police to pull a car over just because its black occupants are driving in a rich white neighborhood. It’s discrimination.

But people make bad security trade-offs when they’re scared, which is why we saw Japanese internment camps during World War II, and why there is so much discrimination against Arabs in the U.S. going on today. That doesn’t make it right, and it doesn’t make it effective security. Writing about the Japanese internment, for example, a 1983 commission reported that the causes of the incarceration were rooted in “race prejudice, war hysteria, and a failure of political leadership.” But just because something is wrong doesn’t mean that people won’t continue to do it.

Ethics aside, institutionalized profiling fails because real attackers are so rare: Active failures will be much more common than passive failures. The great majority of people who fit the profile will be innocent. At the same time, some real attackers are going to deliberately try to sneak past the profile. During World War II, a Japanese American saboteur could try to evade imprisonment by pretending to be Chinese. Similarly, an Arab terrorist could dye his hair blond, practice an American accent, and so on.

Profiling can also blind you to threats outside the profile. If U.S. border guards stop and search everyone who’s young, Arab, and male, they’re not going to have the time to stop and search all sorts of other people, no matter how hinky they might be acting. On the other hand, if the attackers are of a single race or ethnicity, profiling is more likely to work (although the ethics are still questionable). It makes real security sense for El Al to spend more time investigating young Arab males than it does for them to investigate Israeli families. In Vietnam, American soldiers never knew which local civilians were really combatants; sometimes killing all of them was the security solution they chose.

If a lot of this discussion is abhorrent, as it probably should be, it’s the trade-offs in your head talking. It’s perfectly reasonable to decide not to implement a countermeasure not because it doesn’t work, but because the trade-offs are too great. Locking up every Arab-looking person will reduce the potential for Muslim terrorism, but no reasonable person would suggest it. (It’s an example of “winning the battle but losing the war.”) In the U.S., there are laws that prohibit police profiling by characteristics like ethnicity, because we believe that such security measures are wrong (and not simply because we believe them to be ineffective).

Still, no matter how much a government makes it illegal, profiling does occur. It occurs at an individual level, at the level of Diana Dean deciding which cars to wave through and which ones to investigate further. She profiled Ressam based on his mannerisms and his answers to her questions. He was Algerian, and she certainly noticed that. However, this was before 9/11, and the reports of the incident clearly indicate that she thought he was a drug smuggler; ethnicity probably wasn’t a key profiling factor in this case. In fact, this is one of the most interesting aspects of the story. That intuitive sense that something was amiss worked beautifully, even though everybody made a wrong assumption about what was wrong. Human intuition detected a completely unexpected kind of attack. Humans will beat computers at hinkiness-detection for many decades to come.

And done correctly, this intuition-based sort of profiling can be an excellent security countermeasure. Dean needed to have the training and the experience to profile accurately and properly, without stepping over the line and profiling illegally. The trick here is to make sure perceptions of risk match the actual risks. If those responsible for security profile based on superstition and wrong-headed intuition, or by blindly following a computerized profiling system, profiling won’t work at all. And even worse, it actually can reduce security by blinding people to the real threats. Institutionalized profiling can ossify a mind, and a person’s mind is the most important security countermeasure we have.

A couple of other points (not from the book):

  • Whenever you design a security system with two ways through—an easy way and a hard way—you invite the attacker to take the easy way. Profile for young Arab males, and you’ll get terrorists that are old non-Arab females. This paper looks at the security effectiveness of profiling versus random searching.
  • If we are going to increase security against terrorism, the young Arab males living in our country are precisely the people we want on our side. Discriminating against them in the name of security is not going to make them more likely to help.
  • Despite what many people think, terrorism is not confined to young Arab males. Shoe-bomber Richard Reid was British. Germaine Lindsay, one of the 7/7 London bombers, was Afro-Caribbean. Here are some more examples:

    In 1986, a 32-year-old Irish woman, pregnant at the time, was about to board an El Al flight from London to Tel Aviv when El Al security agents discovered an explosive device hidden in the false bottom of her bag. The woman’s boyfriend—the father of her unborn child—had hidden the bomb.

    In 1987, a 70-year-old man and a 25-year-old woman—neither of whom were Middle Eastern—posed as father and daughter and brought a bomb aboard a Korean Air flight from Baghdad to Thailand. En route to Bangkok, the bomb exploded, killing all on board.

    In 1999, men dressed as businessmen (and one dressed as a Catholic priest) turned out to be terrorist hijackers, who forced an Avianca flight to divert to an airstrip in Colombia, where some passengers were held as hostages for more than a year-and-half.

    The 2002 Bali terrorists were Indonesian. The Chechnyan terrorists who downed the Russian planes were women. Timothy McVeigh and the Unabomber were Americans. The Basque terrorists are Basque, and Irish terrorists are Irish. Tha Tamil Tigers are Sri Lankan.

    And many Muslims are not Arabs. Even worse, almost everyone who is Arab is not a terrorist—many people who look Arab are not even Muslims. So not only are there an large number of false negatives—terrorists who don’t meet the profile—but there an enormous number of false positives: innocents that do meet the profile.
