Secret Military Technology

On 60 Minutes, in an interview with Scott Pelley, reporter Bob Woodward claimed that the U.S. military has a new secret technique that’s so revolutionary, it’s on par with the tank and the airplane:

Woodward: This is very sensitive and very top secret, but there are secret operational capabilities that have been developed by the military to locate, target, and kill leaders of al Qaeda in Iraq, insurgent leaders, renegade militia leaders, that is one of the true breakthroughs.

Pelley: What are we talking about here? Some kind of surveillance, some kind of targeted way of taking out just the people that you’re looking for, the leadership of the enemy?

Woodward: It is the stuff of which military novels are written.

Pelley: Do you mean to say that this special capability is such an advance in military technique and technology that it reminds you of the advent of the tank and the airplane?

Woodward: Yeah.

I’m going to make a wager about what I think Woodward is talking about, and I’ll be curious to see what Danger Room readers have to say. I believe he is talking about the much ballyhooed (in defense geek circles) "Tagging, Tracking and Locating" program; here’s a briefing on it from Special Operations Command. These are newfangled technologies designed to track people from long distances, without the targeted people realizing they are being tracked. That can theoretically include thermal signatures, or some sort of "taggant" placed on a person. Think Will Smith in Enemy of the State. Well, not so many cameras, maybe.

Cell Phone Spying

A handy guide:

A service called World Tracker lets you use data from cell phone towers and GPS systems to pinpoint anyone’s exact whereabouts, any time—as long as they’ve got their phone on them.

All you have to do is log on to the web site and enter the target phone number. The site sends a single text message to the phone that requires one response for confirmation. Once the response is sent, you are locked in to their location and can track them step-by-step. The response is only required the first time the phone is contacted, so you can imagine how easily it could be handled without the phone’s owner even knowing.

Once connected, the service shows you the exact location of the phone by the minute, conveniently pinpointed on a Google Map. So far, the service is only available in the UK, but the company has indicated plans to expand its service to other countries soon.

Dozens of programs are available that’ll turn any cell phone into a high-tech, long-range listening device. And the scariest part? They run virtually undetectable to the average eye.

Take, for example, Flexispy. The service promises to let you “catch cheating wives or cheating husbands” and even “bug meeting rooms.” Its tools use a phone’s microphone to let you hear essentially any conversations within earshot. Once the program is installed, all you have to do is dial a number to tap into the phone’s mic and hear everything going on. The phone won’t even ring, and its owner will have no idea you are virtually there at his side.

Tracking Vehicles through Tire Pressure Monitors

Just another example of our surveillance future:

Each wheel of the vehicle transmits a unique ID, easily readable using off-the-shelf receiver. Although the transmitter’s power is very low, the signal is still readable from a fair distance using a good directional antenna.

Remember the paper that discussed how Bluetooth radios in cell phones can be used to track their owners? The problem with TPMS is incomparably bigger, because the lifespan of a typical cell phone is around 2 years and you can turn the Bluetooth radio off in most of them. On the contrary, TPMS cannot be turned off. It comes with a built-in battery that lasts 7 to 10 years, and the battery-less TPMS sensors are ready to hit the market in 2010. It does not matter how long you own the vehicle ­ transportation authorities keep up-to-date information about vehicle ownership.

Detecting Nuclear Weapons Using the Cell Phone Network

Okay, this is clever:

Such a system could blanket the nation with millions of cell phones equipped with radiation sensors able to detect even light residues of radioactive material. Because cell phones already contain global positioning locators, the network of phones would serve as a tracking system, said physics professor Ephraim Fischbach. Fischbach is working with Jere Jenkins, director of Purdue’s radiation laboratories within the School of Nuclear Engineering.

Tiny solid-state radiation sensors are commercially available. The detection system would require additional circuitry and would not add significant bulk to portable electronic products, Fischbach said.

I’m not convinced it’s a good idea to deploy such a system, but I like the idea of piggy-backing a nationwide sensor network on top of our already existing cell phone infrastructure.

Direct Marketing Meets Wholesale Surveillance

A $100K National Science Foundation grant to Geosemble Technologies, Inc.

SBIR Phase I: Exploiting High-Resolution Imagery, Geospatial Data, and Online Sources to Automatically Identify Direct Marketing Leads

Abstract: This Small Business Innovation Research Phase I project will conduct a feasibility study to demonstrate that by combining currently available high-resolution imagery, geospatial data (e.g., parcel data or structure data), and other related online data sources (e.g., property tax data or census data), it is possible to automatically generate highly targeted direct marketing leads for a variety of markets. The plan is to approach this problem by (1) aligning existing geospatial sources with the high-resolution imagery in order to determine the exact location and determine the address of the parcels seen in the imagery, (2) extracting the relevant features from the imagery to provide appropriate leads, such as determining the presence or absence of a swimming pool, the type of roofing materials used, or what types of cars are parked in the driveway, and (3) bringing in other sources of data, such as property tax assessment data to provide additional context.

The primary focus of the phase I project will be to demonstrate the use of machine learning technology for identifying features in high-resolution imagery that can be used for direct marketing. High-resolution aerial imagery is now being widely collected and is available for low cost or in some cases is even free. The challenges are to first to align parcel data with the high resolution imagery to identify the exact address and boundaries of a property, and second to develop feature extraction techniques that can exploit the contextual information to accurately identify novel features, such as roofs, cars, pools, landscaping, etc., that can be used for direct marketing. The ability to accurately identify features in imagery and then relate them to specific properties as well as related sources of information will allow a targeted direct marketing product to be built. The end users of this product will be companies seeking to market products directly to residential consumers. This includes product and services relating to home improvement, both exterior and interior, as well as those products relating to residents of the home, that can be gleaned from imagery available for the parcel in question. This is a large market and includes everyone from home improvement stores to roofing companies, construction companies, automobile dealers, tree trimmers, landscapers, and pool construction companies. Beyond direct marketing, the technology can also be used for other applications that combine imagery, geospatial data, and structured information. For example, it could used for mosquito abatement, which is important to stop the spread of West Nile Virus, by identifying large pools of stagnant water, associating those hazards with the appropriate address, and then mailing abatement notifications to the residents.

Radio Transmitters Found in Canadian Coins

Radio transmitters have been found in Canadian coins:

Canadian coins containing tiny transmitters have mysteriously turned up in the pockets of at least three American contractors who visited Canada, says a branch of the U.S. Defense Department.

Security experts believe the miniature devices could be used to track the movements of defence industry personnel dealing in sensitive military technology.

Sounds implausible, really. There are far easier ways to track someone than to give him something he’s going to give away the next time he buys a cup of coffee. Like, maybe, by his cell phone.

And then we have this:

A report that some Canadian coins have been compromised by secretly embedded spy transmitters is overblown, according to a U.S. official familiar with the case.

“There is no story there,” the official, who asked not to be named, told The Globe and Mail.

He said that while some odd-looking Canadian coins briefly triggered suspicions in the United States, he said that the fears proved groundless: “We have no evidence to indicate anything connected with these coins poses a risk or danger.”

Take your pick. Either the original story was overblown, or those involved are trying to spin the news to cover their tracks. We definitely don’t have very many facts here.

Tracking Automobiles Through their Tires

Automobile tires are now being outfitted with RFID transmitters:

Schrader Bridgeport is the market leader in direct Tire Pressure Monitoring Systems. Direct TPMS use pressure sensors inside each tire to transmit data to a dashboard display alerting drivers to tire pressure problems.

I’ll bet anything you can track cars with them, just as you can track some joggers by their sneakers.

As I said before, the people who are designing these systems are putting “zero thought into security and privacy issues. Unless we enact some sort of broad law requiring companies to add security into these sorts of systems, companies will continue to produce devices that erode our privacy through new technologies. Not on purpose, not because they’re evil—just because it’s easier to ignore the externality than to worry about it.”

Tracking People by their Sneakers

Researchers at the University of Washington have demonstrated a surveillance system that automatically tracks people through the Nike+iPod Sport Kit. Basically, the kit contains a transmitter that you stick in your sneakers and a receiver you attach to your iPod. This allows you to track things like time, distance, pace, and calories burned. Pretty clever.

However, it turns out that the transmitter in your sneaker can be read up to 60 feet away. And because it broadcasts a unique ID, you can be tracked by it. In the demonstration, the researchers built a surveillance device (at a cost of about $250) and interfaced their surveillance system with Google Maps. Details are in the paper. Very scary.

This is a great demonstration for anyone who is skeptical that RFID chips can be used to track people. It’s a good example because the chips have no personal identifying information, yet can still be used to track people. As long as the chips have unique IDs, those IDs can be used for surveillance.

To me, the real significance of this work is how easy it was. The people who designed the Nike/iPod system put zero thought into security and privacy issues. Unless we enact some sort of broad law requiring companies to add security into these sorts of systems, companies will continue to produce devices that erode our privacy through new technologies. Not on purpose, not because they’re evil—just because it’s easier to ignore the externality than to worry about it.
