A Proportional Voting System for Awards Nominations Resistant to Voting Blocs

ABSTRACT:

We propose a novel proportional voting system based on approval ballots: Single Divisible Vote with Least-Popular Elimination (SDV-LPE). The system was developed to reduce the power of minority voting blocs, in response to events involving such a bloc in the nominations for the 2015 Hugo Awards. SDV-LPE is designed to resist most strategic manipulation while giving similar results as a naive multi-winner plurality system in the absence of strategy. We describe the context for the system’s development, and begin to analyze its effectiveness and strategic implications.
