Bruce is being deliberately vague.
The tentacle position in the image steganographically encodes the location of the billboard.
‘They’ are trying to track Bruce, they knew he would post this image (how could he refuse?) but he’s on to them!

I agree with Davi – it looks more like Bruce than Paul Bunyon.

Heck, the squid has been removed from his natural habitat (the sea). I imagine it just wants Paul/Bruce/Whoever to share the beer so it can get re-hydrated! 🙂
