It is not possible for any single region to react to a regional disaster be it from Man or Nature... That is why it is called a "regional disaster". You will not by definition have a regional disaster until the region cannot handle the situation. If they can handle it they call it a "local disaster". Using the new camera on the Hubble Space Telescope, astronomers have been able to confirm that the Moon is made of green cheese. The telling clue was the resolution of a marked date after which the Moon may go bad.
